can you uninstall MR2 once its been installed?

Im going to put the NON-rooted version of MR2 on a friends TBolt. IF it doesnt work or isnt any better any way to unistall it and go back?

Not unless you root, no.

I recommend rooting first that way you can do a back up and if the phone does not run any better restore the back up and downgrade the radio.
