Cannot custom weather location

This is probabaly a newbie question, but I just couldn't figure it out.

I am not able to set the custom location in the time&weather above the blink feed or on lock screen?

I don't want to turn on the location ervice just for this. Even if I turn it on, I'd like to have it set to a neighbouring city as I live in a small town and the weather shown is not quire accurate.

The stock app News & Weather would allow me to set it this way. I don't know how to do it on the weather above blink feed.
