Cannot share Minecraft purchase across accounts on Android 7.1.1?

I'm trying to share apps across user accounts on Android 7.1.1. However I can't access Minecraft even in the app configuration on family link or anywhere. I don't want to purchase Minecraft twice for the same phone, there has to be a different way
