I had this problem on my Samsung S23 Ultra (SM-S918B)
On Settings > Apps > (three dots) > Special access > Use premium text message services - was EMPTY - no apps to allow.
I read about factory reset option but I was curious how it can be solved.
So, several months later I found workaround soluton to fix partly this EMPTY list.
Switch Phone to SAFE MODE
(on home screen, top drop down menu, two times, press power off screen button between "search magnifying glass" and "settings gear wheel" (not the hardware button on side of the device!), then HOLD on top "Power off" screen button until "Safe mode" button appears. Press and phone will be restarted in SAFE MODE.
(Other way to restart in SAFE MODE is to power off the phone and start it holding both "power" and "volume down" buttons simultaniously.)
Now in SAFE mode be sure that "Flight mode" is not on.
Premium LIST is still EMPTY
I use Messages (Google) app not Messages (Samsung).
Now try send any premium message to short number and magically special prompt to confirm premium message appearts.
After that in premium list apps shows "Messeges" and I can set: "Ask always", "Never allow" or "Always allow"
After reboot to NORMAL MODE - "Messsages" is still premium LIST.
The phoblem that I still have is that "SMS Parking" app that get my gps location and offer me to send sms correct text (my car number from car profile) to correct sms zone number - is not working (same reason) but I can NOT start it in SAFE MODE because it is not app allowed in SAFE mode. If someone find a solution for non standard sms app to add it - fill free to share here.
