Can't activate rooted Galaxy Nexus

Bought a Galaxy Nexus rooted with Jelly Bean which the seller didn't "know it was rooted". Got a sim card from a Verizon store, but can't activate the phone. I've spoken with customer service about 4 different times and went through the activation steps unsuccessfully. Spoke to tech support...they said it is most likely a device or OS issue. Confirmed ESN is clean.

Yesterday I went back to my Droid to have a working phone, and then successfully switched back tonight. This time I switched devices online, made sure both devices were powered off, input sim+battery, powered on, and still didn't activate. Data but no calls.

Could this be an issue due to it being rooted? Could it be the ROM or something missing? Any other ideas or similar experiences?

I would only do a factory restore as the second to last case scenario, being a noob. I will try to return it or open a dispute if there's no hope. Thanks in advance.
 
Don't do a reset! If your running Jelly Bean it is more than just rooted it has a custom recovery and a custom ROM installed. You will have to return it to stock to get it activated.

Yes, what I meant was unrooting it and returning it to stock. Thanks for the link. I saw a couple of other posts regarding using wugs root toolkit. Just wanted to find out if what I'm experiencing is out of the norm, or common. Is there any other route besides using a root toolkit?..and I've had a taste of JB and I know that I will want to root it again after activating the phone :p

it can be done manually with fastboot, see the stickies in the root/rom subforum.
