Can't answer calls?

My wife's Galaxy S5 Mini sometimes won't acknowledge the swipe to answer a call. So, it just keeps ringing. Is that an Android issue or a phone issue?

Definitely a phone issue... Might be something causing the software to 'hang' and not recognize any input. If she tries doing anything else on the screen when that happens (like pulling down the notification bar or hanging up or selecting an auto-reply), does it register the input or what happens?
