can't attach a picture to a hotmail from the photo

Hotmail? I thought Microsoft transitioned everyone to Outlook a few years ago. As far as I know Hotmail isn't supported by anyone anymore.
If it is, maybe look through permissions for the apps and make sure you have photos access allowed.

Okay in that case make sure the apps have permission to access photos on the device.
it dose have a permission to access photos, but there is no option to attach in outlook or yahoo or comcast onlyt gmail and gmail chat and recent text message contact.

Try manage accounts, I have outlook lite and I only have my outlook account on it.

Are you creating the email in the Gmail app or in some other stock email app the phone came with? When you're composing an email, tap the paperclip icon (to Attach a file or image) -- then show us a screenshot of the options you see. https://forums.androidcentral.com/threads/guide-how-to-post-screenshots-on-android-central.413366/
i am going in to PHOTOS and then click on SHARE here it should have an option to send as an email tooo.
also another problem is when i took this screenshot it saves as png file. i have to convert it to jpg. is there a way to save screenshot in jpg.

if you have a grandfathered Hotmail (I used to), it will still work just fine. it is nothing more than an alias in the MSFT world.

i download outlookapp and then it sais welcome to outlook ADD ACCOUNT and then it says ADD GOOGLE ACCOUNT it don't accept outlook account

Are you scrolling down in that share sheet to see if the Outlook app shows up farther down?
