Can't buy new phone at store

Just wondering if this is true. I went to Verizon store to check on the S9 plus. I was thinking of upgrading. Well I have the old unlimited plan, and I know Verizon wants me to dump it, but I don't want to. So when the girl checked my account, she said she cannot sell the phone in store, because I have the old plan. She wanted me to upgrade to the new Beyond Unlimited. I was shocked. Is this true that they cannot sell me the phone, at full price, with my old plan? Or is she trying to sell me the new plan and get a commission?

Who knows with Verizon. If your buying a phone out right I would look at buying somewhere else like best buy
