Can't connect to PC

I've tried all the methods I could find on the internet.

I connected it last week and it worked just fine. Added music files to the phone. Now I cannot get it to connect.

Used the stock USB cable that came in the same box with the GS4 when I bought it at the verizon store.
Tried every USB port on my PC.
Tried Kies.
Tried manually downloading the drivers.

What are my options?

Well, have your tired connecting your device via Different USB cable, I am getting a feel that your USB might be ..... well do one thing restart your device as well as your system and then again try connecting your device via USB cable.
 
That was something I hadn't tried yet. Plugged it in and it connected quickly. Said I was in developer mode and then told me it couldn't find some verizon file. But it still worked to read the phone like a hard drive without any issues.
 
I've tried all the USB cable I own, in every usb port on the PC.
When I tried to updating the drivers thru windows, it said it was not allowed to update drivers.
Tried Kies. Doesn't show that its connected to the device.
Tried VZW Software Upgrade Assistant. Device wasn't shown as connected.
Had the phone set to MTP, PTP, and as an Installer. All attempts failed.
Also tried the developer mode, with USB debugging checked. I've gotten no where.

Now do you see my frustration? Earlier last week, around May 5th, I connected the phone for the first time. It worked without issue and I added MP3 files to the music folder of the GS4. This week, I wanted to add more music and can't connect at all. What the hell is going?
 
This is something I've had to do recently to get my S4 to connect in Windows 7:

Run regedit.exe
Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class
Do a search for Portable Devices
You should find something like this:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{EEC5AD98-8080-425F-922A-DABF3DE3F69A}, with Portable Devices on the right.
In the right pane, delete the UpperFilters and LowerFilters entries. (You may not have both present).
Reboot.
