Can't control volume when screen is off

I noticed that when I have headphones in and I try to control the volume, I'm only able to adjust it when the screen is on. Anybody else notice this. The same seems to happen for skipping tracks when I'm in my car.
 
Funny thing is, lots of people complain about the opposite problem: when a phone is in their pocket, the volume keeps getting set to super low or ear-blasting high because the buttons are inadvertently activated as they move about.

As far as the 6P goes, my volume buttons seem to work at all times. What music player are you using? Does your headset have an inline volume control? Are we talking about corded headset or Bluetooth?
 
Okay, in another forum, I found this:

If your phone's security is set to auto-lock some interval after screen off (let's say 5 minutes), then during that interval several controls apparently do not work, including:
  • Adjust the volume using the hardware volume rocker
  • Cannot adjust the volume using any sort of headphone control
  • Cannot pause or start the music

One workaround would be to set security to instantly lock after screen off and when pushing the power button (which is my setup and explains why I did not notice the issue when I tested).
