Can't download anything

So I updated my Oneplus One last night and once the update was done, it wouldn't start up. It would freeze before even showing my home screen and would reboot. I factory erased everything and now I don't have any of the google apps or the play services, I am forced to use the browser within the Oneplus but every time I try to download something, it just crashes. I also have very bad connection. Where its supposed to say LTE, it says 3G with an exclamation point, I literally tried everything to fix these issues but nothing has helped. Please help.

I would check to verify that the apn settings are correct
