can't get Gmail to make a sound notification

Yes, I've went to manage notifications and turned everything on, but I can't seem to find whatever I'm missing to get notification sounds when receiving Gmail

Were you just trying to get a notification sound, or change it from the default sound? If you click on the make sound and not the slider that will open up more options.

Yes, I opened up make sounds on both my Gmail account and general, under the notifications I have everything turned on with a sound chosen but it makes no sound when I get a Gmail

okay, it doesn't seem to make a notification if I was in the app. I was in the app sending a Gmail to myself. I went out and sent myself a Gmail from my Yahoo account and it worked, since I wasn't in the Gmail app

I don't think any apps do that. They assume that you see the new message since your already within the app, so they don't notify you. At least that's what my experience has been with Gmail and messages
