Can't get Nearby share to work from Galaxy Note 10+ to HP Envy x360

I have tried everything that I can think of but I can not get Nearby Share feature to work from phone to pc or pc to phone.

My phone is a Samsung Galaxy Note 10+ and my laptop is a HP Envy x360 running Windows 11 build 22000.613. Both devices have nearby sharing enabled and both are on the same 2.4ghz wifi channel at my house. The PC doesn't show the phone under "nearby devices" when trying to use the nearby share feature and the phone doesn't show the PC under "nearby devices" when trying to use the nearby share feature.

1. Add the same Microsoft account to both phone and laptop
2. (On laptop) Download and Install "Your Phone" app from the Microsoft Store > After download > Get Started > Enter information > Check "I have Your Phone Companion" > Pair with QR code (might be called Phone Link now, can't remember)
3. (On Phone) Home > Settings > Advanced features > Link to Windows > Link your phone and PC > Continue > Scan QR Code > Complete set up
