None from anyone, or just none from certain people (like iPhone users)?
If from anyone, it could be a Verizon problem. Take it to a Verizon company store and ask for assistance. The sales person can send him a text to verify the probmem, then escalate it to whomever s/he has to call. (It sounds like an account provisioning problem - something only Verizon can fix..)
Did he have an iPhone prior to the S5? If so Google "disable imessage". He may not be receiving messages because they're going into the ether of imessage...and apple could care less.
