Can't get to VPN setup screen

I have a non-root Nexus 10 running 4.3.

When I go to Settings>Wireless&Networks>More>VPN, a blank window pops up with the "VPN" button at the top greyed out.

Why is it greyed out? How do I get to the VPN setup screen so I can add a VPN?

Nevermind, I figured it out. I had to press the "+" sign at the top right of the screen to bring up the "add profile" window.
