That's your carrier*, not generating a ringback tone (the tone sent back to you to indicate that the phone on the other end should be ringing [should be, because it's automatic, it doesn't get a "I'm ringing now" notice from the far end]). And good luck with talking to Verizon Plant or even tech support on that. But see if your Verizon store can contact someone to check to see if the ringback tone is leaving the office. (If it leaves the office, it's going to make it to, and through, the cell tower, so then you start looking at whether it's something in the phone, like a bug in the beta. But unless they broke something in the last beta (I dropped out after the second one), it's not the beta. My phone had ringback on all calls. (I definitely would have noticed a lack of ringback.)
