Can't logon to samsung themes

I have a not 9 128 GB D/Sim, before Pie update i could logon to themes in settings. But after Pie can't!
I get the message (not supported in your country). Before Pie I had to change a setting which i can't remember where it is.I'm a novice to android phones.
