Can't open file

I'm having an issue opening any type of file that I download through Chrome. I set the destination to download to my SD card, and not my internal storage.

If I keep it to download to internal storage, the file will open. However, when I change it to download to the SD card, it always says, "Can't open file". I'd like to keep things downloaded to the SD card to save space, can anyone help me?
 
What kind of file, and what app are you using to open it with? (The app may not be able to access to SD card, the card could be defective and corrupting the file, the files may have the wrong extension [if you rename a .pdf file to .jpg, it won't open - because it's not a .jpg file, so an app that opens .jpg files sees it as a corrupt file], etc.)
 
It's when I'm downloading anything through Chrome. In the last instance it was a pdf. Usually if I kept the dowoad location to the internal storage, it would just open right away.

Since I changed it to the SD card, it won't open right away. When I go to download, under chrome, it says file can't open. However, if I go the My files app and find the destination of the file on the SD card, I can open it there.

I never had an issue with this with my Samsung tablet or previous Galaxy s7.
