"Cant play video" in google photos app

I come from a note 8 and a s8. When using those phones my pictures and videos were backed up in google photos. Now in my google photos app if I try to play a video thats in the cloud but not on my device I get that message "cant play video" Videos work fine on my computer using chrome. Any ideas? Driving me crazy. If I download the videos they play fine from my downloads folder.

Edit: I got a replacement phone last week, just noticed that a video I took with the original (pixel 2 xl) does the same thing.

Removing Google photos update fixed it.
