Can't "unlock"Nexus 4

The battery on my N4 is fading fast.

This last time I charged it and went to use it I was unable to slide open the launcher to use. The screen with the clock and notification bar now has three icons at the bottom: phone on the left, unlocked lock in the center and camera on the right.

None of them work when touched. Most importantly when I swipe up on the center unlock icon ( that I have never seen before) the phone won't open.

Is it just dead now?

P.S. Almost forgot to say that there is now a star icon that now shows up in the upper right corner. I have never seen it before. What does all of this mean please?

If the screen shows things, the phone isn't dead - but the operating system could be corrupted. I hope you have everything important backed up (it's too late to do it now), because the normal "fix" is to reflash the stock ROM (which wipes all your data). That's free, so if the data is backed up, you can try it. If not, it can be a bad screen, a bad motherboard or almost anything else - except the case of the phone. (Plastic and metal don't go bad.) But that would require a trip to a repair shop, and that's not free.
