cant remove the att home page startup

I just did a factory reset of my Note4. I was expecting that I'd be dealing with a lot of stuff that I forgot over the 3 years that I have had the phone but I wasn't expecting to have to fix the browser.

I started with the default Internet icon and it came up with an ATT home page. First off I don't want to see ATT's idea of what news I am supposed to see. Secondly it wastes at least 15% of the screen with att stuff above the page.
Then I figure I'll toss that Internet icon off the screen and use the Chrome one thinking that is different but I GET THE SAME ATT CRAP.

I can't find where to change this. I've gone into the browser settings from within the browser and within the phone settings and tried to turn it off and can't.

The browser setting that I had before the reset didn't work this way. When i launched the Chrome browser ATT didn't hijack it.
 
Maybe I am out of the woods. I found someone suggesting to unsync the google account and resync. I did that without a reboot inbetween and it seems to have fixed the problem. In the Chrome settings I have it syncing to my google account and have the Home Page > Off. When I launch Chrome I go to a page with Google logo, the search box and 8 icons of pages that I go to often. (not sure if I set those up or whether it gathers that group from stats.)
 
So turning off the home page was not working before? I factory reset mine a few times a year and while I am not a fan of the AT&T page starting up, setting "home page" to "off" has always worked without any special tasks needed.
 
I tried setting the home page to Off, and even tried setting it to On with google.com as the opening page and neither of those things worked. I was successful in removing that ATT crap when I unsync'd my gmail account and resync'd it.
