Can't update my Nexus 7 (old 7)

I have 4.2.2 and can't seem to upgrade it to 4.3. Whenever I go to System >> About >> System Update, I keep seeing "Your system is up to date."

Any ideas when the OTA of 4.3.0 will be available for the previous-gen Nexus 7? Thanks,

@canonaction : I'm also facing same problem. Not able to update my nexus 4 to 4.3 even after following the above steps. I have JDQ37 made of Nexus
 
I also have problems getting my tablet to update. It's the 2012 N7 16gb. Stock/rooted.

I've gotten the update, and downloaded it, but when it reboots, it takes me to TWRP. Rebooting from there does nothing and the tablet stays on 4.2.2. My Gnex (same setup) updated with no problems.

My guess is an app, but I don't know which one or where to start looking. It's a family tablet so there are numerous games/apps on here (all from the Play store)

Any advice before I resort to wiping and restoring from factory?

Yes, unroot it and try again.
 
I know this isn't a solution but I would wait to update especially if your rooted
