As of the December 2019 S10 update, I've noticed some camera changes. Has anyone else noticed that the capture option is now gone from the moving photos? i used to be able to pause the photo & just click "capture" and it would save right next to the original photo in the camera album. Now, I have to use a couple of extra steps to screenshot it and obv then it ends up in the screenshot album.
 
I recently got the Android 10 update on my S10+ and haven't really explored the camera much but I tried it out to see if I could reproduce your issue. I have had Motion Photo enabled for some time now. I just took a photo. Reviewed the motion photo. Stopped it in a random place. At the bottom of my screen in the left corner there is what looks like a photo with crop markings around it. When I press that it flashes up Screenshot Captured but the image shows up next to the original in both my Google Photos app and the Samsung Gallery app. It does not appear in my Screenshots folder at all. So unless you are actually taking a screenshot and not using this button, I think it is something that you are doing. I'm on a PC but I will post screenshots from my device in a few.
