Certain apps not working on mobile data - background data not disabled

I recently switched service providers. Since then, some apps (e.g. Viber and Whatsapp) do not work on mobile data. While other apps do work. I have not disabled background data on mobile networks.

How can I fix this?

I have exactly the same problem. Social media or messaging apps won't work on my mobile data, but other apps do. I haven't disabled background data either.

If it helps, I'm on a Samsung Galaxy S3 running 4.3 and not rooted, using a carrier in Australia.
