Change backgroudn color of settings menu

Samsung s3 gt i9300 have 4.3 os stock rom
boring to see black background in settings and other sub menus

is any idea or trick or any app that can give me options to change or customize it ? (if possible without root)

Sorry, in order to modify what you mentioned the phone will have to be rooted, and you'll have to find a mod that does what you're looking for (I haven't seen one, but that doesn't mean there isn't one) - your best bet is to ask over on XDA.
