It's probably the health and wellbeing thing in settings.

Welcome to Android Central! It could be the Bedtime Mode in Digital Wellbeing as fuzzylumpkin mentioned, or it could be due to a power-saving mode, or it could be a "Reader Mode" in the system settings.
