Changing Primary Shortcuts on S4

ok I'm new to droid but after some reading through these great forums I can't find how to change the primary shortcuts, I have the manual but the instructions dont work, pressing and holding the icon and then dragging to a home screen, sorry doesnt work!

Anyone know how to do this on a S4 without changing launcher?

Are you trying to add an icon to one of the home screens? The easiest way, I think: on the homescreen, long press on a blank area of the screen. A menu will pop up. Choose Apps and widgets, navigate to the app icon you want and long press it. The home screen will show up. Let go of the icon, or drag it to where you want it on the home screen, and let go.

No not to the homescreen, I can do that right enough but, its the Primary Icons that sit at the bottom on the dock.
According to that link I should just be able to click and hold one and move it to an empty space on my home screen but nothing happens, most icons make a noise when you select and hold but these do nothing.
