charging and using?

Someone said the HTC can't be used while its charging?
is this true? I have never seen any phone that can be used while charging.

The majority of smart phones today, can be used while charging at the same time.

This includes the HTC One, which can be charged and used at the same time.

Don't know where you heard that all phones can't be used, while charging...

it can be used while its charging but depending on what youre doing, the battery may drain faster than it charges so the percentage will actually go down while youre using it

some guy on her said that. I didn't think it was correct. I tried to find it, too many posts to find it again.
Ive been reading a lot tonight trying to see if android is for me and decide between HTC one and S4

I'm an android user, but I'm on the cusp. I currently have an S3 and am happy with it but am considering the "one" as my next device instead of the S4. I realize no phone is perfect but hearing and seeing all the negative comments (mostly good though) I'm not sure which way to turn! I'm confused. OK, i need more coffee.
