I'm looking for a smartphone with these qualities:

CDMA capable
less than $130
will last at least 5 months
Android 4.0 or better
can be used or new
preferably also have GSM capability

Anybody have any ideas?

Rooted Samsung Galaxy Nexus
you can either get the CDMA (verizon) or the unlocked GSM
Buy Galaxy Nexus (Verizon) in US > Swappa

Doesn't matter. I have verizon and you can use any cdma phone with them
