How do I check my internal memory on my new Samsung. Says 16 GB but only 9 GB in my storage check?

You can check under settings and storage. The phone is 16 GB, but the available storage will be much less than 16 GB. Samsung's software and carrier bloatware take up a lot of space.

Welcome to Android Central! That sounds about right. TouchWiz takes up a fair amount of storage. With the 16 GB Galaxy S4, 8 GB of internal storage is taken up by the OS, TouchWiz, and other preinstalled apps, so I imagine it's about the same for the Note.
