City ID preloaded crapware

Several days after I upgraded to 4.3 this thing pops up after a call called "City ID" offering to start my free trial. Research reveals it is preloaded crapware formerly restricted to Verizon, I am on AT&T. It can't be uninstalled, but can be turned off from the app manage. Some of you are probably familiar with it Its new to me.

yup go into settings>apps> then make sure you are in the list with all apps find city id and select disable.
 
I am on AT&T as well and till yesterday I did not realize about this, but after someone tried to call me (didn't pick up, I don't pick up phone when I don't know the number), after the phone stopped ringing the City ID opened up. Weird.
 
For my Galaxy S4, this occured following the 4.3 upgrade. To eliminate it, go to Settings, Application Manager, swipe across to the "Running" or "all" section of the Application Manager. Scroll down to CityID, click on it, select "Turn off". I could not find a way to uninstall it, but turning it off at least removes the annoying pop ups. Very disappointed with ATT on this. Makes me regret buying an S4 vs. a Google phone.
