I am selling my Samsung Galaxy Tab 4 7.0".
How do I clean off all personal information and reset any factory defaults.

Go into settings, general, accounts. Sign out of all your accounts, which should also remove synced data and disassociate the device with your accounts (so the new owner can then sign in to it). Then go to Backup and Reset and select to factory data reset.

In your settings, go to "general," then "backup and reset." You should then see an option that says "factory data reset." Select it and then select "reset device" at the bottom of the screen.

Simply factory resetting may not be enough, as it can leave data on the device that can be recovered.

You should encrypt the device first (the entire device, not the "quick" encryption), then do a factory reset. The encryption mixes up the data so that it's only accessible with your key. Resetting it afterwards throws away the key, turning anything left on the phone just a jumbled mess of 1's and 0's.

Backup all your data. Then, log out of the accounts synced on your tablet. Thereafter, do a factory reset. With this, your tablet should be ideally restored to its original state - same as how it was when still at the store. You can do a final check before you hand it over to the new user of the tablet.

Not quite. There was a report that came out a while back where a group took a bunch of old phones that were reset only and were able to pull personal data off them. All a reset does is rewrite the needed files and remove the markers/flags to individual files. So the actual files can be left on the device, basically not much different than if you've ever deleted something accidentally and used a file recovery program to get it back. That's why it's recommended to encrypt first.
