Yes, you can enter recovery mode on LG phones.. the method may differ between smartphones. I have used recovery mode on my V20 before. In recovery mode, you can clear the cache. Below is from Android Geeks.
• Start by powering off your smartphone.
Wait a few moments while the shut down process is completed.
• Then, press and hold the Volume Down key.
• While pressing the Volume Down key press and hold the Power button.
• Keep pressing these keys until the LG Logo is displayed.
• Now, release the Power button for a moment and then press it again (do that while still holding Volume Down).
• Keep pressing these buttons until the recovery mode is displayed on your LG G6 (in this case, G7)

Regarding your radio being stuck, you can ask your carrier for specific instructions and or have them do a "network reset" which will turn off and on your carrier service to reset it.
Tried this and it doesn't work on G7. It takes you to a factory reset screen

My instructions are the second post. And they absolutely work for the G7. Read them again.
Can you clarify -- are you talking about clearing all app caches, or the system cache partition? The OP's question is about clearing the system cache partition from the Android Recovery Menu, which is different from clearing individual app caches from the Settings>Storage option.
As posted above recent LG devices didn't include the cache partition wipe in the stock recovery, not sure why. For the LG G7 is a bit different, though. It supports A/B partitions for seamless updates which means that there's not a system cache partition anymore. This is the new normal on some recent devices like Pixel, Moto, Essential, OP6, some Nokia's, etc.Bingo
