I took this screen shot at 7:00 pm it is off by 6 Minutes
Every clock wizard is off the same amount. Is there a setting i am missing?

If the time (in Settings) is set to manual, you set the time wrong. If it's set to automatic, your carrier's clock (at the tower) is wrong (which is almost impossible). I'd sooner suspect the time setting on the Mac. Check at https://www.time.gov/ to get the time accurate to less than 1 second.
