Contact pictures question

Okay guys I have a quick question has anyone noticed the picture when you pull up your contacts page and select a contact, the little circle is a clear precise picture of the person but the background is blurry? On my phone the background picture is a true picture it is not blurry, but on my moms phone the little circle picture is clear but her background picture is blurry on all contacts. I can't figure out how to fix this anywhere in settings. Does anyone have any ideas?

If your contact was created on Google before, that's the way it is, your contacts will show you a full resolution picture, not blurred when it's linked to one of your accounts like Google plus, Facebook, WhatsApp, etc...

Try linking one of those contacts with one of your accounts that contains full pictures and you'll see how it changes.
