coolpad 3300a mms problems

[AC Question]

i have a coolpad 3300a phone and i am still unable to send pictures through text. my wifi is fine, i can send and receive text and only receive pics. i was told it may be mms settings, but i have no idea how to check. when i go to attach a pic, it lets me get as far as tapping the send button, but after a second says "low balance:error permanent service denied"
