Couldn't dial 911

I was in an automobile accident yesterday and needed to dial 911 on my galaxy s5, but it wouldn't let me call. An orange colored screen popped up and told me that this was an emergency number only, there was no options to put the call through. I tried many times with the same result. My phone works perfectly for regular calls, we were not in a "dead zone". Someone else had to call 911, anyone know what is going on? Is there an option that may be set wrong on my phone? PLEASE HELP!!! I don't want this to happen again in a big emergency.
 
Check with your carrier. Even if a cellphone isn't on any plan, it should still be able to dial 911 (in North America) from any tower it can connect to. It's required by law. The only message you should ever get for a 911 call s "no service" if there's no signal it can hear.
