Is a 1.7 ghz quad core better than a 2.3 ghz dual core?

Well, that's not a simple question to answer. You can't just compare cpu speed by looking at cores and ghz. It all depends how much work a cpu does per cylce, and also how well the OS and the app handles multi core cpus.
