Create a playlist from a folder?

I have 2 music apps on my note 8 - Amazon Music & Play Music. I have created a folder on the SD card with what I want on a playlist. Is there any way to create a playlist from a folder? Is there a better app to use?

I use Pandora and love it. I can download as I want and create play lists within the app. I would think you can create playlists from within your app as well.

if you have the songs downloaded to your phone you can.

I meant download when on wifi or internet. Listen later when off line
