Creating a new album in gallery only works if you move a photo to a new album?

It seems to me that you can only create a new gallery album by selecting a photo, then opting to move it to a new album.
With albums selected in gallery, tapping on the three dots gives you the option of creating a new album, naming it and where to store it (SD card or internal storage), but when I create a new album in this manner it never appears anywhere at all. New albums only seems to appear when the 'move to album' option is selected.
I may have missed something here, but it does seem odd.

I just tested this and you're right but what it actually does is give you the option to go into your current albums and select files to move. So after you select the three dots and hit "create album" it wants you to select pictures to move. I went in one of my albums after I did this and all of the pictures had circles where you could select then to move them.

You're right though. It doesn't actually create a blank album. It appears that there must be something placed in it for it to be visible in the gallery.
