Creating Groups - different contact lists?

I'm confused! When I try to create a group the contact list that pops up is not the complete list of contacts I have in my contacts "book". There's nothing unusual about the contacts that are missed out so I've no idea what's going on. Any help greatly appreciated. Thanks.
