custom docks and live wallpaper

Just got my Evo 3D today and I was looking around and saw a lot of people with custom docks and such, how do you go about making those? Does it involve rooting your phone? It's not a big deal because I kind of like the sense, but it does get annoying being locked down to this theme. Also, where is a good place to get more Live wallpapers?

Does not involve rooting, google custom docks for android. it will most likely bring up Launcher pro, or ADW or another home screen replacement. Pick one, read up on how to customize it. its really pretty basic.
