Custom OS Load Screen

So, when you hold power, menu, and volume down upon turning the phone on, it takes you to a OS load/install screen. What is this for? I went to reset my cache, and accidentally pressed the volume down instead of volume up to enter recovery mode. Just curious.....

My Note 5 is from AT&T. From what I have heard, isn't the phone locked so you cannot rom it? I thought the international version of the Note 5 could take a custom rom. It's been a while since I messed with roms, I did it last with my S4. Thanks for your info......

AT&T can't be rooted, but that is download mode and you can enter download mode with your phone.
