Customize silent mode

I would like to know if there is an app that I can install to customize the silent mode.
I would like to get sms and calls from my boyfriend (he works on a boat) when/if there is an emergency. He would like to have it also if something happens to our children that I can reach him any time of the day. Preferably a vibrating mode, and no other notifications, only call and text is that possible?
Maybe there is a adjustment already that I can do in my phone (Samsung galaxy note 10 +) but I have searched and was not able to find it.

Sounds like you are looking for "do not disturb" mode, not pure silent mode.
With "do not disturb" mode, you can create exceptions that will play the notifications.
