Data Only Plans?

So I didn't know where to put this since it covers a lot of topics if I am wrong please move it.

First off I am in the California SF Bay Area so carrier choices are Verizon and ATT who are relatively equal or T-mobile which is a little less established.

As it is now I am on T-Mobile's $30 100 min/unlimited text/5gb "unlimited" data plan. I basically use google voice with grooveip and hangouts for all my calls and texts. I have a separate google voice number which I am slowly switching everyone to.

What I would like to do is switch to a data only plan either for my S4 GPE or failing that a Nexus 7 when the lte model comes out. Ideally I would be able to accomplish this with Verizon or ATT for better coverage. Verizon appears to have a $30 4gb data plan, that's less than t-mobile but the same price so I am willing to give up 1gb of data for better coverage. I can't figure out what att's data only plans are the website is totally confusing me. T-Mobile's data only plans are actually more expensive for the same amount of data.

Could I get a data only plan for my S4GPE with Verizon or Att?

If not how well would the Nexus 7 LTE work as a phone? Would I need a bluetooth headset? (Yes I know it will look ridiculous if I hold the tablet to my ear). I read it would work on verizon but not with 3g CDMA....does this mean it will only work on HSPA or better?

Lots of questions I could use a lot of help.

They dont do only data for any handset your gonna have to be on a mobile wifi plan a computer card or tablet

Ok kind of what I was expecting.

Well that still leaves the Nexus 7 questions?

Another crazy idea....could I simply buy a 4G-LTE Verizon or ATT hotspot internet device and use that? The benefit would be I could use it with my other devices.

Yeah the more I look at it it's not going to work. Bottom line if you want $5gb for $30 or less T-Mobile is the only game in town whether its data only or not.

Yea i think at&t and verizon 5 gig is about 50
