Dead battery or Phone? Blue Signals around phone when charging (0%)

Here's what I see when attempting to charge the phone. Phone ran out of battery today, while on a canoe trip in the water. It had some water drops on it but was never submerged? Phone worked fine until the battery hit 0%. Now I can't get any type of charger to charge it.
I don't have the Qi wireless charger and I'm not sure that would work if the battery is indeed the problem. Any idea what the blue lines mean? Water damaged phone or bad battery?

edit: Hours later the battery is now charging itself and looks to be on the way to full recovery. I can't seem to get my computer to recognize it via USB though.
What do I need to check to make sure the USB to PC connection is working?

A deeply discharged battery may take an hour or two before it even registers that it's charging. I suggest keeping it on a wall outlet undisturbed for at least 4-6 hours (and preferably overnight) before using it again.

Can you tell us which phone it is? And could any water have gotten into the microUSB port?
