deleting ISP (memory location,news etc.)?

Hello, I signed into an ISP at a motel in a place where I do not live and I am sick of getting this city's news and weather reports every time I use my phone. I haven't been logged into this ISP for days or no where near it.
My question is, how do I get rid of this WITHOUT logging into a new ISP.

as soon as you turn your phone on. in the main menu and also in the browser.

I'm not. Just whatever is provided by cell towers.

Ok, open your system settings and go to Location. Is that turned on? Also select Location Services -- is Location Accuracy turned on?
