Dev question on basebands and updates..

I saw where a guy posted on another site something to the effect of there are updates to the OS (android version) and updates to the baseband or radio..and he's saying that some phones have baseband only updates that don't include any version of Android..but only an update to the baseband or radio..

He said something about HTC Evo having baseband only updates, separate from android OS updates. Anyone can shed light on this? I've never known of an update to an android phone that didn't include SOME version of Android.
 
The baseband controls the radio interface and serves as a low level interface to the phone. The Android OS is higher level and deals with stuff the end user would interact with. They can be updated separately on every phone. LG happens to have radios and Android that have dependencies so often they get updated together.
