Developer seeks guidance on phone app

I want to develop an app for my Samsung Galaxy J3 Mission that will add a button to all incoming phone calls that when I tap it, it announces to the caller that "This number does not accept unsolicited calls of this kind; please add this number to your Do Not Call list." and then ends the call and adds the caller to my blocked number list I'm somewhat new to Android development but I am an experienced software developer for other platforms.

Can anyone make any suggestions on how to develop such an app?

Given the current nature of telemarketing calls, I would first ask yourself if this would be useful. Most of these calls are robo-dialed spammers that care nothing about do-not-call lists. If anything, such an app would just tell them it's a valid/active line and they will call back from another number.
