System apps are handled differently by 'modified' OS versions. Remember, with Android you have the 'vanilla' version that's only made by Google, then Samsung makes its own modifications and additions (and can restrict what you can and cannot do with certain apps that it deems essential for the system to work properly), and then, when it comes to carrier versions, they further modify this (and can add/remove/modify existing system apps to their needs and network optimization/monetization requirements), which is why a lot of people prefer to buy factory-unlocked versions instead of carrier ones.
Since that icon is different in both phones, it's either not the same system version or not the same phone.
